Caster Cloud is the standalone Caster OS cloud surface for CLICLOUD templates, service manifests, public ingress, route adapters, deployment receipts, Base billing gates, CasterCloud node pools, QStorage publishing, event-log append contracts, and deterministic rollback evidence. This fallback is live for navigation and verification while live deployment, billing, node, QStorage, event-log, and production datastore mutation stay blocked_external.
